It has new config fields:
- init_password - it's init admin config. will be applied during insall process.
- static_ip - workaround to setup AWS Elastic IP for the instance

- (string) Voice RSS TTS Engine Key. http://www.voicerss.org/

- (string) external static ip for the charm

- (string) Init admin password. this arg will affect install process only
